Abstract The Yellow River Basin is currently facing a fragile water ecological environment and severe water resources security situation, located in the Yellow River a few bends inside the city group of Hoh-hot-Baotou-Ordos-Yulin also presents the contradiction of limited water resources carrying capacity and in-creasing water demand. Based on the ecological foot-print model, the temporal and spatial variation characteristics of the ecological footprint of water resources in Hohhot-Baotou-Ordos-Yulin urban agglomeration from 2001 to 2019 are analyzed. The influencing factors of the ecological footprint are analyzed by using the correlation test, and the sustainable utilization of water re-sources in Hohhot-Baotou-Ordos-Yulin urban agglomeration is discussed. It is found that there is an obvious gap between the ecological footprint of water resources per capita and the ecological carrying capacity of Hoh-hot-Baotou-Ordos-Yulin urban agglomeration. The eco-logical pressure index is always higher than the standard value, and the ecological deficit of Ordos is the most serious. The contradiction between the social development of urban agglomeration and the utilization of water resources is more prominent, and the utilization situation of water resources is not optimistic.

Abstract Ocean and land are inseparable components of the global ecosystem. It is necessary to study the evaluation system of land and sea resources and environmental carrying capacity. The study selects evaluation index of land and sea resources and environmental carrying capacity, which is mainly reflected in five aspects: the importance of ecological protection, the suitability of agricultural production, the suitability of urban construction, the impact of marine environment, socio-economic conditions and the current situation of marine economic development. The PSR model is used to effectively connect the land and the sea, which reflects the inseparable overall relationship of mutual restriction, mutual promotion and common development between the two.

Abstract In order to adapt to the construction of ecological civilization and the “two in one” responsibilities of natural resources departments, plus the relevant informatization deployment of the Ministry of Natural Resources, we absorb and summarize the existing informatization experience, and put forward a natural resource data governance system construction idea that meets the actual needs of the administrative departments of natural resources, including the construction of a natural resources data standard specification system, a three-dimensional natural resources “one map” big data system, a space-business-temporal relationship, a distributed data management mechanism, and an update and maintenance mechanism. On the basis of the data governance system, the application direction of in-depth mining, analysis and prediction of natural resources big data is discussed to assist natural resources regulatory decision-making. Finally, a case of using the big data center of the land space basic information platform to support the construction and operation of the natural resource data governance system is introduced.

Abstract The Burkinabe Sahel is characterized by a strong degradation of natural resources. This regression is attributable to natural and anthropogenic factors. The present study concerns the lowlands of the Nakanbé-Dem sub-watershed located in the southern limit of the Sahel. In this area dominated by rain-fed agriculture and extensive livestock farming, wetlands are of paramount importance. In the face of their continued degradation, community participation is necessary for the sustainable management of the lowlands. This study analyzes endogenous indicators of inland valley degradation in the Sudano-Sahelian zone. Semi-structured survey data were collected from 325 farmers in six lowlands. Descriptive statistics and correspondence factor analysis (CFA) was applied. The results show that farmers clearly perceive the degradation of the islands. Farmers use meteorological, floristic, and physical elements to characterize the state of degradation of the islands. The disappearance of several species and the appearance of ubiquitous species allow them to assess the degradation of inland valley lands. These endogenous indicators vary according to gender and education level. The study highlighted the importance of endogenous knowledge in the analysis of inland valley degradation. It suggests the need to take it into account in the implementation of restoration techniques for degraded inland valleys.

Abstract As an important part of national audit, natural resources audit can play its unique role in environmental protection. By combing the coupling thread between economic development and natural resources audit, the difficulties in the development of natural resources audit and analyzing the key points of audit work, this paper analyzes the role of natural resources audit in high-quality economic development. The results show that natural resources audit, as an independent monitoring tool, effectively plays the role of immune system; through advance notice, warning, suggestion and repair, the difficult problem of ecological environment protection has been effectively grasped, and the contradiction between ecological protection and economic and social science development can be alleviated to a certain extent.

Abstract Based on Marx’s labor theory of value, this paper explains the connotation of the new era of the theory of “two mountains” and its value to the assets of natural resources. The present path carries on the theoretical analysis, uses the case analysis method, the qualitative research method, analyzes the path to realize the value of natural resource assets and the problems faced in the operation process of the “forest ecological bank” operation mode, probes into the natural resources asset value sustainable realization path. The results show that the operation mode of “forest ecological bank” is based on ecological resources, through accurate investigation, on the premise of defining the property rights of ecological resources, using economic methods to calculate its value, directly or indirectly using ownership transactions, ecological service transactions, industrialization and other ways to monetize ecological products. Therefore, we should establish the property right system of market-oriented ecological factors, introduce the main body of market management to develop ecological industry, and establish a “public-private partnership” ecological product trading system, so as to promote the sustainable realization of the value of natural resources assets.

Abstract The natural resources of national parks in the United States are mainly divided into eight categories: biological resources, fire resources, water resources, air resources, geological resources, soundscape, lighting, chemicals and odors. The management procedures set by the National Park Administration include the formulation of natural resource management planning, the preservation and publication of natural resource information, the assessment of the impact of natural resources, the establishment of the extensive cooperative relations, the promotion of the restoration of natural ecosystems and the establishment of natural resources damage compensation system etc. Different management principles and methods are adopted for different types of natural resources. The “application–review–evaluation–permission” procedure for the development and utilization of natural resources is established and strictly implemented. However, there are also some problems, such as insufficient coverage of natural resources, dislocation of unified management and decentralized management, and serious shortage of financial investment. China’s national parks should clearly define the types of natural resources, gradually expand the pilot scope of natural resource asset management system, establish and improve the natural resource management system, highlight the integrity of ecosystem, adhere to management according to law, and strengthen the control of land and space use.

Abstract Natural resources survey is an important premise and basic work for the realization of unified management of natural resources. Through the study of the classification system, survey scheme and database organization of natural resources, this paper constructs a natural resources survey and monitoring system based on the third national land survey and various special survey data, proposes a new database organization and update method, and conducts experiments to verify that in Xuzhou City, Jiangsu Province, forming prefectural and municipal survey results. It aims to provide reference for the natural resources survey work of prefecture-level cities nationwide and build a replicable and generalizable survey system.
