The Journal of Infrastructure, Policy and Development (JIPD) is a multi-disciplinary, double-blind peer-reviewed journal dedicated to publishing high-quality articles on infrastructure, economic development, and public policy. The three words in the journal’s title, "infrastructure", "development" and "policy" are core to the vision of this journal.

With its broad scope covering development-related issues, a novel feature of this journal is that it covers the whole range of infrastructure, including both "hard" infrastructure and "soft" infrastructure, where soft infrastructure is broadly defined to include education system, healthcare system, law enforcement, financial system, government system as well as other types of public management and institutional arrangements.

JIPD has a target audience consisting of academic researchers, industry professional practitioners, and regulatory institution policymakers. It aims to provide a reliable platform for the transfer of knowledge and to facilitate discussions in the areas of development-related policy initiatives and infrastructure.

Abstract This study evaluated the development and validation of an integrated operational model for the Underground Logistics System (ULS) in South Korea’s metropolitan area, aiming to address challenges in urban logistics and freight transportation by highlighting the potential of innovative logistics systems that utilize underground spaces. This study used conceptual modeling to define the core concepts of ULS and explored the system architecture, including cargo handling, transportation, operations and control systems, as well as the roles of cargo crews and train drivers. The ULS operational scenarios were verified through model simulation, incorporating both logical and temporal analyses. The simulation outcomes affirm the model’s logical coherence and precision, emphasizing ULS’s pivotal role in boosting logistics efficiency. Thus, ULS systems in Korea offer prospects for elevating national competitiveness and spurring urban growth, underscoring the merits of ULS in navigating contemporary urban challenges and championing sustainability.

Abstract The development of critical thinking (CT) enhances academic and professional opportunities. A review of literature reveals the use of fragmented analysis techniques, such as descriptive and correlational methods, among others, which hinder a deeper understanding of CT levels. This research aims to develop a methodology for analyzing Critical Thinking test scores, integrating five phases: exploratory, item analysis, scoring, gap analysis, and correlational. Using a quantitative approach, CT skills were analyzed with the Halpern Critical Thinking Assessment, which includes both open- and closed-ended questions to measure five skills: Verbal Reasoning (VR), Argument Analysis (AA), Hypothesis Testing (HT), Probability Use (PU), and Problem Solving (PS). The sample consisted of 214 students aged 18 and older. The item analysis phase categorized the items into quadrants: satisfactory, for review, or for elimination, based on difficulty and discrimination indices. The gap analysis revealed that Verbal Reasoning and open-ended formats were less satisfactory. The correlational phase, using heat maps, showed a stronger association between Verbal Reasoning and Probability Use. The methodological contributions include a variety of strategies that provide recommended procedures for analyzing tests or questionnaires in general. In today’s digital age, the development of critical thinking is not only a desirable skill but an essential necessity for the higher education system.

Abstract This research focused on the design and implementation of the flipped classroom approach for higher mathematics courses in medical colleges. Out of 120 students, 60 were assigned to the experimental group and 60 to the control group. In the continuous assessment, which included homework and quizzes, the average score of the experimental group was 85.5 ± 5.5, while that of the control group was 75.2 ± 8.1 ( P < 0.05). For the final examination, the average score in the experimental group was 88.3 ± 6.2, compared to 78.1 ± 7.3 in the control group ( P < 0.01). The participation rate of students in the experimental group was 80.5%, significantly higher than the 50.3% in the control group ( P < 0.001). Regarding autonomous learning ability, the experimental group spent an average of 3.2 hours per week on self-study, compared to 1.5 hours in the control group ( P < 0.005). Other potential evaluation indicators could involve the percentage of students achieving high scores (90% or above) in problem-solving tasks (25.8% in the experimental group vs. 10.3% in the control group, P < 0.05), and the improvement in retention of key concepts after one month (70.2% in the experimental group vs. 40.5% in the control group, P < 0.01). In conclusion, the flipped classroom approach holds substantial promise in elevating the learning efficacy of higher mathematics courses within medical colleges, offering valuable insights for educational innovation and improvement.

Abstract Based on the analysis of phenomenology and etymology, we argue that as three different components of Chinese philosophy, Confucianism, Taoism and Buddhism focus on human beings’ transcendence of behavior, body, and mind, which is made concrete as Ming (name of reputation), Qi (physical body), and Dao(way)-De(virtue), respectively. Chinese philosophy has its own system, but it is still a philosophical component in ontology, and its constituent elements are identified as “affirmative universal” by Euler’s Identity Diagrams in contrast both to existences in Heidegger’s triad Seinede-Dasein-Sein ontology, i.e., Being-Beings-To be, and to Freud’s triple self-Ego, Id (body-ego), and Superego. Taoism shapes the physical id with the “Type 1” natural Dao(way) personality”,Buddhism shapes the bodhisattva”Type-1” selfless De(virtue) personality and Confucianism pursues the mediocre”Type 0” social Dao-de(morality)personality”. Therefore, when q equals p, the ideal personality shaped by Chinese philosophy is the perfect combination of the three, displaying its “affirmative particular” unity in elemental composition and the ideal realm of Chinese philosophy follows the Euler’s Identify. Individuals who believe in the tenets of Chinese philosophy should have the personality of triadic mixtures. Nevertheless, one may become an extremely selfish hypocrites wearing social masks while one’s morality value reaches 1.

Abstract Named Entity Recognition (NER), a core task in Information Extraction (IE) alongside Relation Extraction (RE), identifies and extracts entities like place and person names in various domains. NER has improved business processes in both public and private sectors but remains underutilized in government institutions, especially in developing countries like Indonesia. This study examines which government fields have utilized NER over the past five years, evaluates system performance, identifies common methods, highlights countries with significant adoption, and outlines current challenges. Over 64 international studies from 15 countries were selected using PRISMA 2020 guidelines. The findings are synthesized into a preliminary ontology design for Government NER.

Abstract The power of Artificial Intelligence (AI) combined with the surgeons’ expertise leads to breakthroughs in surgical care, bringing new hope to patients. Utilizing deep learning-based computer vision techniques in surgical procedures will enhance the healthcare industry. Laparoscopic surgery holds excellent potential for computer vision due to the abundance of real-time laparoscopic recordings captured by digital cameras containing significant unexplored information. Furthermore, with computing power resources becoming increasingly accessible and Machine Learning methods expanding across various industries, the potential for AI in healthcare is vast. There are several objectives of AI’s contribution to laparoscopic surgery; one is an image guidance system to identify anatomical structures in real-time. However, few studies are concerned with intraoperative anatomy recognition in laparoscopic surgery. This study provides a comprehensive review of the current state-of-the-art semantic segmentation techniques, which can guide surgeons during laparoscopic procedures by identifying specific anatomical structures for dissection or avoiding hazardous areas. This review aims to enhance research in AI for surgery to guide innovations towards more successful experiments that can be applied in real-world clinical settings. This AI contribution could revolutionize the field of laparoscopic surgery and improve patient outcomes.

Abstract This comprehensive review examines recent innovations in green technology and their impact on environmental sustainability. The study analyzes advancements in renewable energy, sustainable transportation, waste management, and green building practices. To accomplish the specific objectives of the current study, the exploration was conducted using the PRISMA guidelines in major academic databases, such as Web of Science, Scopus, IEEE Xplore, and ScienceDirect. Through a systematic literature review with a research influence mapping technique, we identified key trends, challenges, and future directions in green technology. Our aggregate findings suggest that while significant progress has been made in reducing environmental impact, barriers such as high initial costs and technological limitations persist. Hence, for the well-being of societal communities, green technology innovations and practices should be adopted more widely. By investing in sustainable practices, communities can reduce environmental degradation, improve public health, and create resilient infrastructures that support both ecological and economic stability. Green technologies, such as renewable energy sources, eco-friendly construction, efficient waste management systems, and sustainable agriculture, not only mitigate pollution but also lower greenhouse gas emissions, thereby combating climate change. Finally, the paper concludes with recommendations for policymakers and industry leaders to foster the widespread adoption of green technologies.

Abstract Distributed Energy Resources (DERs), such as solar photovoltaic (PV) systems, wind turbines, and energy storage systems, offer many benefits, including increased energy efficiency, sustainability, and grid reliability. However, their integration into the smart grid also introduces new vulnerabilities to cyber threats. The smart grid is becoming more digitalized, with advanced technologies like Internet of Things (IoT) devices, communication networks, and automation systems that enable the integration of DER systems. While this enhances grid efficiency and control, it creates more entry points for attackers and thus expands the attack surface for potential cyber threats. Protecting DERs from cyberattacks is crucial to maintaining the overall reliability, security, and privacy of the smart grid. The adopted cybersecurity strategies should not only address current threats but also anticipate future dangers. This requires ongoing risk assessments, staying updated on emerging threats, and being prepared to adapt cybersecurity measures accordingly. This paper highlights some critical points regarding the importance of cybersecurity for Distributed Energy Resources (DERs) and the evolving landscape of the smart grid. This research study shows that there is need for a proactive and adaptable cybersecurity approach that encompasses prevention, detection, response, and recovery to safeguard these critical energy systems against cyber threats, both today and in the future. This work serves as a valuable tool in enhancing the cybersecurity posture of utilities and grid-connected DER owners and operators. It allows them to make informed decisions, protect critical infrastructure, and ensure the reliability and security of grid-connected DER systems in an evolving energy landscape.
